Job: Project Quality Manager (PF)_Construction and Commissioning

Reports Functionally to: Project Manager and PF Quality Assurance Manager

Objectives

• To integrate quality / governance requirements in Project Execution phase (Construction and Commissioning)/functions

• Ensure timely preparation of Quality deliverables for the Project

• Ensure compliance of Project Quality Plan and specified requirements during execution

• Support the Project Execution Team to deliver within Quality, Cost and Schedule

Activities

Functional Management

• Management responsibilities of the Project Quality team assigned to a project

• Identify / allocate QA/QC resources, processes, and guidelines for the construction phase of the project

• Guide QA/QC engineers and Coordinator(s) to support in reviewing project / site specific documentation, performing inspections and

reporting on supplier activities as per agreed inspection and test plans

• Assign Internal / Client Submission / Supplier documents for review and inspections based on Project requirements and competency requirements

• Present the weekly / monthly Quality report to Project Management / PMO or Management Team / Client.

Quality-Procurement / Site Construction interfacing

• Work with Project Supply Manager / Project Supply Lead to identify and formalize Third Party Inspection agency for the Project

• Participate / assign review of Technical Requisitions (TR) and Technical Bid Evaluation (TBE) to ensure Quality requirements are identified on

Supplier RFQ’s / Tender

• Liaise with Construction and Commissioning team to ensure inspections at site are carried out with all parties and any punch list items / ITR completion is performed.

Contract

• Prepare / update the Contract specific Project Quality Plan with references to Quality documents submitted during tender

• Ensure the correct implementation of the approved Inspection Test Plan / ITR requirements according to Client requirements

Validation / Approval

• Ensure collection, checking and management of supplier documents certifying tests, controls and inspections carried out and ensuring ITRs are updated as per scope matrix and identify the punch lists and follow-up for completion.

• Verifies special processes and the relevant workers’ qualifications

• Check the documents certifying the tests, controls and inspections carried out

Auditing

• Responsible for the independent surveillance and audit of the project for compliance with the procedures and specific QA/QC requirements, as well as the documentation of compliance and corrective actions

• Check the conformity with the Quality Control Plan and obtain the relevant documentation

• Monitor Project and Internal Non Conformances and ensure appropriate documentation on QUEST / InTouch / Aconex

• Provide inputs to OPF Quality Management Reviews through NCR/SQ / Lessons Learnt / Project Quality Audits results etc

Prior Experience/Expertise Required :

Experience :

• 15+ years in Quality

Inspection activities in

Engineering industry /EPCC

and/ or Oil & Gas Industry

related QA/QC supervisory position

Preferable :

• Previous experience of coordination with multi discipline Project support teams

• Experience of working on

projects with oil and gas

involvement

• Technical qualification

(Bachelor of Science /

Diploma or bachelor’s in

engineering (B.E)-

Mechanical)

• Interpretation of ASME Sec

VIII, Sec IX, Sec V, AWS D1.1

• ASNT SNTC Level II Certification

• ISO 9001 Auditing Experience
