Job: OPF Operations Mgr
Reports Directly to: OPF Business Manager
Objectives :
• Drive organizational commitment to ensure Project planning and management for safe execution of projects with predictable cost, schedule and performance.
• Lead the Project Managers, Facility O&M Manager (OPF PSDs and/or Maintenance Mgr)
• Ensure compliance to Product Line Standards/Procedures
Key Indicators :
• EPCC Project KPIs (including Financial Performance)
• Maintenance and Integrity KPIs (including Financial Performance)
• Operations and Integrity KPIs (including Financial Performance)
• PSAIM compliance Audits/MOC approval KPIs and Records Traceability
Activities :
Sale/Tender phase : (If assigned to work with the Tender Manager*)
• Participate/Supervise in development of Project Execution Plan during Tender development
• Validate the Plan for Manpower / CBU Development / Staffing Plan and resource identification
• Member of Project Gate C approving committee
Execution phase :
• Assign dedicated Project Manager and Project Management team
• Approve Manpower allocation as per approved CBU / Supervise Project Direct Staffing Execution
• Participate in Client / Internal Project review meetings with Leadership / PMO, when escalation above PM is required
• Approve Project POs when exceeding PM limits
• Approve any Project EPCC MOC’s (As per approval limits), consulting/validating with PMO • Ensure Project is executed adhering to OPF PMO procedures (Incl. PLG, Progress Reporting, Project Accounting) and Project Schedule and CBU.
O&M Phase:
• Responsible for O&M teams to meet awareness, training and competence levels related to Process Safety and Asset Integrity management system
• Responsible for the compliance to statutory and regulatory requirements by O&M teams
• Enforce compliance and challenge any request(s) for deviations from OPF PSAIM Manual, and Facility specific Maintenance and Integrity, as well as Operations and Integrity procedures
• Establish and communicate clear roles and responsibilities and levels of Operations and Maintenance teams in the facility, ensuring safety critical asset management decisions are made by accountable personnel
• Focus on Process Safety Major Accident Hazards (MAH) related risks
• Responsible for the Financial performance of Facilities in O&M phase, and for optimizing O&M phase contractual execution

Prior Experience/Expertise Required :
Experience :
• 15+ years Industry experience
• Prior work experience in Production Facility Projects
• Prior experience in Management
• Prior experience in Operations Integrity
Expertise :
• Strong technical knowledge of Process Equipment
• Field Operations Management experience (preferably in the OPF Segment)
• Team Management & Administration
• Familiarity with management Systems
• Good Client communication
• Good networking throughout the appropriate level organization
